一、宗旨
為鼓勵藝術創作,探索藝術內涵及表現,回應時代精神,特此設立洄瀾美展。
二、辦理單位
(一)主辦單位:花蓮縣政府(二) 承辦單位:花蓮縣文化局(以下簡稱本局)
三、參賽資格
(一)不限族群、國籍,歡迎海內外之個人或創作團隊參加競賽。(二)可以個人或團體報名;惟個人創作者不得同時加入創作團隊報名。
(三)團隊報名須詳列成員名單,並推派代表人一名,由代表人統籌參賽事宜。
(四)資格若有疑義者,由本局認定之。
四、徵件作品
(一)作品內容:
- 主題不限, 可就個人之花蓮經驗反映於創作,期待具有花蓮在地意涵。
- 尺寸不限, 惟入選展出之作品須配合實際展場環境及策展人規劃展出。
- 當代藝術創作類:作品不限媒材,得為任何可呈現藝術概念形態之創作。
- 經典媒材創作類:
- 東方媒材組 : 水墨、膠彩、書法、篆刻或同類型複合媒材等平面創作。
- 西方媒材組 : 油畫、壓克力、水彩、粉彩、素描、版畫、攝影、電腦繪圖或同類型複合媒材等平面創作。
- 立體造型組 : 雕塑、陶藝、織品、工藝、裝置或同類型複合媒材等立體創作。
(三) 類組報名規定
- 每人/團於各類(當代藝術創作及經典媒材創作)限報1件作品,即1人/團隊至多可報2類各1件作品,且不得為同作品。
- 若對於作品型態有所疑義,由作者自行評定報名類組。
(四) 參賽作品 應為 原創 及新創 作品 。 具下列情形之作品不得參賽,若於獲獎後發現者將取消獎項及獎金,違反相關法令規定須自負法律責任:
- 曾在國內外公開競賽中獲得獎項。
- 抄襲他人之作品。
- 侵犯他人著作權。
五、報名方式
(一)採線上報名,請至2026洄瀾美展報名連結(https://www.hccc.gov.tw/hualienart/)。(二)報名期限:115年5月12日至6月15日 17時止。
六、線上報名登錄資料
(一)個人資料:包括姓名、身分證(居留證)、學經歷及聯絡方式等。(二)參賽作品說明:
- 文字說明-作品名稱、媒材、尺寸、創作年代、1000字內(含標點符號及空白鍵)之創作理念。
靜態圖檔-全景1張、局部3至5張。
動態影音-當代藝術創作類及經典媒材創作類-立體造型組適用。
文字說明-作品名稱、媒材、尺寸、創作年代、150字內(含標點符號及空白鍵)之創作理念。
靜態圖檔-全景1張、局部2張。
動態影音-當代藝術創作類及經典媒材創作類-立體造型組適用。
圖檔每張不超過5MB,檔案格式為JPG /JPEG/PNG,不得為HEIC檔(iOS系統原生檔)/BMP/SVG/TIFF。
為維持作品呈現完整性,同一位參賽者上傳之圖檔須使用相同的長寬比例(例如全為4:3或全為1:1),細長型作品(如字畫)圖檔請勿裁切,評審委員將透過原始圖檔評審。
動態作品可以影音呈現,請上傳Vimeo/YouTube等影音平臺並提供連結,評審委員將透過影音平臺閱覽。影音時長以5分鐘為原則,請自行酌予調整。
七、評審作業
(一)當代藝術創作類(3階段)- 初審:
參賽者提送報名資料,經書面審查擇優12名進入複審 。 - 複審:
由本局擇期舉行複審會議,入選複審者須依據本局提供之展出場地尺寸撰寫「作品展出計畫書」,並向評審委員進行計畫簡報,說明創作理念、展出規劃(包含作品設置方式、空間需求、用電需求)等。擇優6名進入決審,備取2名。 決審:(入選決審者即為參展藝術家)
入選決審者須依「作品展出計畫書」在指定時間內完成布展,以布展完成作品供評審委員評審,並進行現場說明。
經決審選出首獎-洄瀾獎1名、優選獎5名。
- 初審:
參賽者提送報名資料,各組經書面審查擇優6名進入決審,備取2名。 - 決審:(入選決審者即為參展藝術家)
入選決審者須在指定時間內送件及布展,以布展完成作品供評審委員現場評審。作品內容須與初審送件資料相符。經決審選出各組獎項,請參見「八、獎勵」。
八、獎勵[1]
各類組獎勵如下:(一)當代藝術創作類:
- 洄瀾獎1名:獎金50萬元、獎座1座及獎狀1紙。 獲獎作品由本局典藏,作品所有權歸本局所有,著作財產權永久非專屬授權予本局。
- 優選獎5名:獎金9萬元、獎狀1紙。
- 金獎1名:獎金7萬元、獎狀1紙。
- 銀獎1名:獎金4萬元、獎狀1紙。
- 銅獎1名:獎金2萬5,000元、獎狀1紙。
- 佳作3名:獎金5,000元、獎狀1紙。
- 金獎1名:獎金7萬元、獎狀1紙 。
- 銀獎1名:獎金4萬元、獎狀1紙 。
- 銅獎1名:獎金2萬5,000元、獎狀1紙 。
- 佳作3名:獎金5,000元、獎狀1紙。
- 金獎1名:獎金7萬元、獎狀1紙 。
- 銀獎1名:獎金4萬元、獎狀1紙 。
- 銅獎1名:獎金2萬5,000元、獎狀1紙 。
- 佳作3名:獎金5,000元、獎狀1紙。

[1] 獎金皆依據中華民國所得稅法辦理扣稅,領取者須配合簽署領據以辦理匯款作業,其匯款及匯兌等手續費皆由領取者負擔;若領取者為創作團隊,統一頒發給團隊代表人。外籍藝術家獎金之領取請依我國相關稅法規定辦理。
I. PURPOSE
The Hualien Art Exhibition is organized to encourage art creations, explore the meaning and expression of art, and respond to the spirit of the time.
II. ORGANIZERS
1. Organizer: Hualien County Government
2. Implemented by: Hualien County Cultural Affairs Bureau (“the Bureau”)
III. QUALIFICATIONS
1. Regardless of ethnicity and nationality, all individual artists or art groups from home and abroad are welcome to participate.
2. Artists can sign up individually or as a group, except that an individual artist may not simultaneously sign up with a group.
3. Each art group should provide a detailed member list and appoint a representative to handle competition-related matters.
4. Doubtful qualifications will be judged by the Bureau.
IV. Entries
1.Content:
(1) No particular theme is designated. The entry can reflect the artist’s personal experience in Hualien. We expect art pieces with Hualien’s local features.
(2) Size is also not limited. However, entries selected for the exhibition should fit in with the venue and the curator’s plan.
2.Entries are divided into four categories:
(1)Contemporary Art: Art pieces that present contemporary art concepts and forms, regardless of media
(2)Classic Media:
- Eastern Media: Ink paintings, Eastern gouache, calligraphy, seal carving, or graphic art pieces created with a mix of media of this kind
- Western Media: Oil paintings, acrylic, watercolor, pastel, sketching, prints, photography, computer graphics, or graphic art pieces created with a mix of media of this kind
- 3D Design: Sculptures, ceramics, textiles, crafts, installations, or 3D art pieces created with a mix of media of this kind
3. Requirements for sign-up
(1) Each individual artist/art group may submit one entry for each category (Contemporary Art and Classic Media). Namely, each individual artist/art group may sign up for two categories at most and submit one entry for each category; the two entries may not be the same.
(2) If doubtful about the category to which an art piece belongs, the artist is to make the decision.
4. Entries shall not have been published before. If an award-winning entry is found to have violated this rule, the award and prize will be revoked, and the artist will be held liable for all violations of relevant laws and regulations:
(1) The entry has won a prize in domestic or international open competitions.
(2) The artist plagiarized from others’ pieces.
(3) The entry infringes on others’ intellectual property rights.
V. Sign-Up
1.Sign-up is open to all the public and is done online. Please visit the 2026 Hualien Art Exhibition website for sign-up(https://www.hccc.gov.tw/hualienart/).
2.Sign-up period: May 12, 2026, to June 15, 2026, 17:00.
VI. INFORMATION FOR ONLINE SIGN-UP
1. Personal information: including name, identity card (resident certificate), education, relevant experience, contact information, etc.
2. Entry:
(1) Text description: Title, media, size, year of creation, and 1000-word concept of the piece
(2) Image files: one general view photo and three to five partial view photos.
(3) Audiovisual file: Applicable to the categories of Contemporary Art and Classic Media –3D Design.
3. One to three previous works (not including the one for entry):
(1) Text description: Title, media, size, year of creation, and 150-word concept of the piece
(2) Image files: one general view photo and two partial view photos.
(3) Audiovisual file: Applicable to the categories of Contemporary Art and Classic Media –3D Design.
4. File format
(1) Each image file should be submitted in JPG /JPEG/PNG format, with a size not exceeding 5 MB. HEIC (image file format of iOS system)/BMP/SVG/TIFF formats are not accepted.
(2) To ensure the completeness of the entries, the aspect ratio of the image files uploaded by the same participant should be the same (e.g., 4:3 for all the image submissions or 1:1 for all the image submissions). Do not crop the image files of long, narrow pieces (such as calligraphy and paintings). The judges will make judgments based on the original image files.
(3) Dynamic pieces may be presented with audiovisual files. Please upload the files to audiovisual platforms, such as Vimeo and YouTube, and provide the links. The judges will view the files on the platforms. The length of each audiovisual presentation should be no more than five minutes. Please make necessary adjustments.
VII.Review Process
1. Contemporary Art (three stages)
(1) Preliminary review
Participants’ submitted information during sign-up will be reviewed. The best 12 entries will be selected for secondary review.
(2) Secondary review
The Bureau will hold a meeting for secondary selection on a designated date. Artists entering this stage should write an exhibition proposal according to the size of the venue provided by the Bureau and present their plans to the judges, explaining the concepts of their pieces and plans for the exhibition (including the installation of the pieces, use of space and electricity, etc.). The best six entries will be selected for the final review, with another two put on the reserve list.
(3) Final review (entries entering this stage will be exhibited)
Artists enrolled in the final stage should finalize their pieces for exhibition according to their exhibition proposals within the designated time. The judges will review the finalized pieces, and the artists should be on-site to provide explanations. After the final review, the top performer wins the Hualien Award, and the five other entries will receive the Merit Awards.
2. Classic Media (two stages)
(1) Preliminary review
Participants’ submitted information during sign-up will be reviewed. The best six submissions will be selected for final review, with another two put on the reserve list.
(2) Final review (entries entering this stage will be exhibited)
Artists enrolled in the final stage should finalize their pieces for exhibition within a designated time. The finalized pieces will be reviewed by the judges on-site. The exhibited pieces should match the information provided for the preliminary review. The awards given after the final review are set out in “VIII. Awards and Prizes.”
3. If some entries do not meet the judges’ threshold selection criteria, fewer entries than the stated numbers may be selected or awarded prizes.
VIII.Awards and Prizes [1]
1. Contemporary Art
(1) One Hualien Award: NT$500,000, a trophy, and a certificate.
The winning piece will be kept in the Bureau’s art collection. The piece’s ownership belongs to the Bureau, and the artist’s economic rights are permanently and non-exclusively licensed to the Bureau.
(2) Five Merit Awards: NT$90,000 and a certificate each.
2. Classic Media – Eastern Media
(1) One Golden Award: NT$70,000 and a certificate.
(2) One Silver Award: NT$40,000 and a certificate.
(3) One Bronze Award: NT$25,000 and a certificate.
(4) Three Honorable Mentions: NT$5,000 and a certificate each.
3. Classic Media – Western Media
(1) One Golden Award: NT$70,000 and a certificate.
(2) One Silver Award: NT$40,000 and a certificate.
(3) One Bronze Award: NT$25,000 and a certificate.
(4) Three Honorable Mentions: NT$5,000 and a certificate each.
4. Classic Media – 3D Design
1. One Golden Award: NT$70,000 and a certificate.
2. One Silver Award: NT$40,000 and a certificate.
3. One Bronze Award: NT$25,000 and a certificate.
4. Three Honorable Mentions: NT$5,000 and a certificate each.

[1] Taxes are deducted from the cash prizes according to the Income Tax Act of the Republic of China (Taiwan). A recipient should sign a receipt for the payment to be processed. Commission fees of remittance and foreign exchange should be paid by the recipient. If the recipient is an art group, the payment will be made to its representative. Payments for foreign artists are processed according to tax-related laws of the Republic of China (Taiwan).
